About this opportunity
The BJA FY25 John R. Justice (JRJ) Formula Grant Program, administered by the Department of Justice Office of Justice Programs Bureau of Justice Assistance, provides loan repayment assistance for local and state prosecutors and local, state, and federal public defenders who commit to continued employment in these positions. Eligible beneficiaries include full-time prosecutors employed by state or local governments, public defenders employed by state or local governments or nonprofit organizations operating under government contracts, and federal public defenders. Key requirements include that selected beneficiaries must commit to an additional three years of qualifying service in exchange for partial loan repayment, and states must administer statewide programs through agencies designated by the governor. The evaluation criteria emphasize financial need, geographic and demographic diversity in award distribution, debt-to-income ratios, and years of public service. The application deadline is April 17, 2026, with deadlines previously extended as noted in the solicitation.
Awards are provided as formula grants with typical award amounts ranging from approximately $20,000 to $124,557, based on recent fiscal year 2024 awards. The standard performance period is two years, with award periods potentially extended if specific criteria are met. All records must be retained for three years from the date of submission of the final expenditure report. Successful applicants will receive notification through JustGrants with official award packages, and the Authorized Representative must accept or decline the award within 45 days of notification. Performance of services and administration of the loan repayment programs occurs statewide within each eligible state government entity.
Synopsis
This NOFO will provide loan repayment assistance for local and state prosecutors and local, state, and federal public defenders who commit to continued employment as public defenders and prosecutors. States receiving funding will administer statewide programs through state agencies designated by the governor by soliciting applications from eligible beneficiaries, which include local and state prosecutors and local, state, and federal public defenders ("beneficiaries"). Beneficiaries selected must commit to an additional three years of qualifying service in exchange for partial loan repayment directly to the beneficiary's loan service provider.
