About this opportunity
The Bureau of Justice Assistance (BJA), under the Department of Justice Office of Justice Programs, is soliciting applications for the Sexual Assault Kit Initiative (SAKI) Training and Technical Assistance (TTA) Program. This cooperative agreement opportunity provides supplemental funding to support SAKI site-based grantees in investigating sexual assault and violent cold case crimes, with a focus on establishing evidence-based, sustainable practices related to forensic evidence collection and processing, investigation and prosecution of cases involving previously unsubmitted or partially tested sexual assault kits, and victim support services. Applicants must demonstrate the capability to provide expertise, training, and direct site-based technical assistance to jurisdictions nationwide, with emphasis on victim-centered approaches and multidisciplinary coordination among law enforcement, forensic laboratories, prosecutors, and victim service providers. The evaluation process will assess eligibility and responsiveness, merit, programmatic capacity, budget reasonableness, and organizational risk. The application deadline is May 6, 2026.
Recent SAKI awards have ranged from approximately $474,939 to $4,000,000 over three-year performance periods, with award recipients including state and local law enforcement agencies, district attorneys' offices, and state government entities across diverse jurisdictions nationwide. Funded activities typically support personnel costs for investigators, analysts, and victim advocates; outsourced DNA testing and forensic genetic genealogy analysis; case review and investigative follow-up; victim services; multidisciplinary team coordination; and technology systems for tracking sexual assault kits. The assistance is available for up to 36 months with no restrictions on the time permitted to spend awarded funds, and performance will take place within the applicant jurisdictions and supported SAKI sites across the United States.
