About this opportunity
The Bureau of Justice Assistance is soliciting applications for the FY 2025 Forensic Ballistics and Higher Education Program, with applications due by September 14, 2026. Eligible applicants are public and state-controlled institutions of higher education partnering with local law enforcement and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The program funds development or expansion of specialized curricula in forensic ballistics and crime gun intelligence (CGI), with emphasis on hands-on training in firearms evidence processing, ballistic analysis using the National Integrated Ballistic Information Network (NIBIN), CGI generation, and investigative methodologies. Award periods generally range from 12 to 36 months. The source does not specify award ceiling, award floor, expected number of awards, cost share requirements, or place of performance.
The program builds on foundational curricula already developed and piloted; this NOFO supports applied training to build student proficiency in forensic ballistics and crime intelligence analysis. Funded activities will establish or strengthen partnerships between higher education and law enforcement to expand the pipeline of trained forensic professionals and combat violent gun crime. The program aims to create replicable frameworks for national dissemination of training approaches.
Review procedures include eligibility and responsiveness, merit, programmatic, budget, and risk reviews. Final award decisions are made by the Assistant Attorney General. Selected applicants must accept or decline their award within 45 days of notification. Award recipients must retain all records pertinent to the award for three years from the date of submission of the final expenditure report.
The program is funded under CFDA 16.051 (Crime Gun Intelligence Training and Education).
Synopsis
This is a notice of funding opportunity (NOFO) for the BJA FY 2025 Forensic Ballistics and Higher Education Program. This program enables public and state-controlled institutions of higher education to partner with local law enforcement and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to develop or build upon current specialized curricula that provide comprehensive forensic education in firearm ballistics and crime gun intelligence (CGI). Since foundational curricula in crime gun intelligence, National Integrated Ballistic Information Network (NIBIN) operations, and forensic ballistics have already been developed and piloted, this NOFO will support hands-on training for students to gain proficiency and competency in firearms evidence processing, ballistic analysis using NIBIN, CGI generation, and investigative methodologies that support criminal apprehension and conviction. The program will increase the pipeline of trained professionals entering the forensic science and law enforcement workforce while building sustainable partnerships between higher education and law enforcement agencies to combat violent gun crime. This funding opportunity will expand geographic reach and create replicable frameworks for national dissemination.
