About this opportunity

The Bureau of Justice Assistance (BJA), a component of the Department of Justice's Office of Justice Programs, is seeking applications for the Fiscal Year 2025 Body-Worn Camera Policy and Implementation Program (BWCPIP). This grant opportunity supports publicly funded law enforcement and correctional agencies in establishing or expanding body-worn camera (BWC) programs, with key objectives including strengthening criminal prosecution evidence, documenting officer-citizen encounters, and deterring officer assaults. Eligible applicants include state, county, tribal, and local governments, as well as higher education institutions and special district governments. Successful applicants will be evaluated based on their ability to demonstrate a comprehensive understanding of BWC implementation, including developing policies for digital evidence management, addressing legal liabilities, and promoting agency accountability and transparency. The application deadline is October 31, 2025, with a JustGrants system deadline of November 10, 2025.

The program offers two types of awards: site-based awards for BWC acquisition and demonstration awards for advancing digital evidence management. Funding ranges have historically varied from $8,000 to $2,000,000, with typical performance periods spanning three years. Award recipients will be expected to provide detailed data supporting their BWC program needs, demonstrate jurisdictional demographics, and establish partnerships with associated agencies and advocacy groups. The place of performance will be within the jurisdiction of the applying agency, with a strong focus on public law enforcement and correctional agencies. Successful applicants must commit to working with designated training and technical assistance providers and be prepared to share promising practices developed through the program.
