About this opportunity

The Bureau of Justice Assistance (BJA), under the Department of Justice Office of Justice Programs, is soliciting applications for the FY25 Adult Treatment Court (ATC) Program to support the implementation and enhancement of specialized court operations that integrate substance use disorder treatment, mandatory drug testing, incentives and sanctions, and transitional services within a judicially supervised criminal justice setting. Eligible applicants include county governments, state governments, city and township governments, tribal governments, and other entities seeking to establish or expand ATCs that serve individuals with substance use disorders. The program aims to reduce recidivism and overdose fatalities while increasing access to treatment and recovery support services. Applications will be evaluated based on eligibility and responsiveness, merit, programmatic and budget reviews, and organizational risk assessments, as detailed in the notice of funding opportunity. The application deadline is April 27, 2026, and awards will be made as cooperative agreements with final decisions determined by the Assistant Attorney General.

Recent awards under the Treatment Court Discretionary Grant Program (CFDA 16.585) have ranged from approximately $400,000 to $3,333,333, with project periods typically extending up to four years for planning, implementation, and enhancement initiatives. Performance locations will be primarily within state and local court systems, tribal justice systems, and community-based service delivery locations where treatment services are provided. Successful applicants must accept or decline their award within 45 days of notification through the JustGrants system and maintain records for three years from the final expenditure report submission for audit and compliance purposes.

Synopsis

This NOFO will support the implementation and enhancement of Adult Treatment Court (ATC) operations. ATCs integrate Substance Use Disorder (SUD) treatment, mandatory drug testing, incentives and sanctions, and transitional services in a judicially supervised criminal court setting that has jurisdiction over individuals with substance use disorders. These courts aim to reduce recidivism and overdose fatalities, while increasing access to treatment and recovery support that leads to long-term recovery.
