About this opportunity

The Bureau of Justice Assistance is soliciting applications to fund law enforcement agencies establishing and expanding Crime Gun Intelligence Centers (CGICs) addressing firearm-related crime, with a September 24, 2026 deadline for the SF-424 form submission and no cost share required.

The program offers $3,000,000 total funding in two categories: Category 1 supports expansion of existing CGICs with awards of up to $300,000 over 24 months (three anticipated awards beginning October 1, 2026), and Category 2 supports implementation of new CGICs with awards of up to $700,000 over 36 months (three anticipated awards beginning October 1, 2026). Eligible applicants are state governments, county governments, city or township governments, Native American Tribal governments, other units of local government, and state, local, and Tribal law enforcement agencies including prosecutors' offices.

CGICs conduct interagency collaboration focused on timely collection, management, and analysis of crime gun evidence using the ATF's National Integrated Ballistic Information Network (NIBIN) and Electronic Tracing System (eTrace) to identify armed violent offenders, increase case clearance rates, and reduce shootings. The program emphasizes regional approaches, particularly for smaller rural jurisdictions, and encourages coordination with multiple law enforcement partners including prosecutors, probation and parole, and federal agencies.

Applications require a two-step submission: SF-424 through Grants.gov by September 24, 2026 at 11:59 PM ET, followed by complete application in JustGrants by October 1, 2026 at 8:59 PM ET. All applicants must obtain a letter of support from their local ATF Field Division. State and local government entities must submit chief executive officer certification regarding compliance with 8 U.S.C. 1373 on immigration information sharing. The proposal narrative (maximum 20 pages, double-spaced, 12-point font) is scored at 5 percent for Description of Need, 15 percent for Project Goals and Objectives, 35 percent for Project Design and Implementation, 30 percent for Capabilities and Competencies, and 15 percent for Budget. Applicants may submit only one application and must clearly identify their category. Award recipients must apply for ATF CGIC Certification and submit performance reports documenting process, outcomes, and lessons learned. Funding derives from 34 U.S.C. 10157(b) under the Edward Byrne Memorial Justice Assistance Grant Program (CFDA 16.738).

Synopsis

This is a notice of funding opportunity (NOFO) for the FY 2026 Local Law Enforcement Crime Gun Intelligence Center (CGIC) Integration Initiative. In collaboration with DOJ's Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Local Law Enforcement Crime Gun Intelligence Center Integration Initiative supports law enforcement agencies to establish and expand CGICs to address firearm-related crime. CGICs are an interagency collaboration focused on the timely collection, management, and analysis of crime gun evidence, such as cartridge casings and semiautomatic handguns, using ATF's National Integrated Ballistic Information Network (NIBIN) and Electronic Tracing System (eTrace). This initiative assists local law enforcement in utilizing intelligence and technology, swiftly identifying crime guns and their sources, and effectively prosecuting perpetrators.

Eligibility

State, local, and Tribal law enforcement agencies, including prosecutors' offices; Other Units of Local Government: For the purposes of this NOFO, other units of local government include towns, boroughs, parishes, villages, or other general purpose political subdivisions of a state.
