About this opportunity

The Bureau of Justice Assistance is soliciting an application from the International Association of Fire Fighters (IAFF) under a cooperative agreement to support PSOB applications and benefits navigation for families of fallen firefighters and emergency medical workers and catastrophically injured firefighters and emergency medical workers; the application was due July 22, 2026.

This is a narrowly targeted invited application. The IAFF will provide assistance with filing Public Safety Officers' Benefits applications for federal benefits, supporting applicants throughout the PSOB process including claim review and appeal.

This opportunity is assigned to the Public Safety Officers' Benefits Program (CFDA 16.571), administered by the Bureau of Justice Assistance within the Department of Justice Office of Justice Programs. The program provides death and education benefits to survivors of fallen law enforcement officers, firefighters, and other first responders, and disability benefits to officers catastrophically injured in the line of duty. Award periods may be extended if specific criteria are met, subject to the criteria detailed in the Department of Justice Grants Financial Guide.

The review procedure includes eligibility and responsiveness, merit, programmatic, budget, and risk reviews. Final award decisions will be made by the Assistant Attorney General. For successful applicants, the system will send notification to the Application Submitter, Authorized Representative, and Entity Administrator with information on accessing the official award package in JustGrants; the Authorized Representative must accept or decline the award within 45 days of notification.

Records pertinent to the award must be retained for three years from the date of submission of the final expenditure report (Federal Financial Report SF-425).

Synopsis

This notice of funding opportunity will provide funding to the International Association of Fire Fighters (IAFF) to support its membership by providing assistance with filing a PSOB application for federal benefits to families of fallen firefighters and emergency medical workers and catastrophically injured firefighters and emergency medical workers for line-of-duty deaths and catastrophic injuries as well as supporting the applicant throughout the PSOB process, including, but not limited to, claim review and appeal, as appropriate.
