About this opportunity

The Substance Abuse and Mental Health Services Administration is seeking applicants to develop and implement infrastructure supporting programs that divert adults and/or youth with mental illness or co-occurring substance use disorders from the criminal and/or juvenile justice systems prior to arrest and booking, with applications due July 15, 2026.

Eligible applicants are states and territories, political subdivisions of states, Indian tribes or tribal organizations as defined in Section 4 of the Indian Self-Determination and Education and Assistance Act, and health facilities or programs operated under contract or award with the Indian Health Service.

The program funds knowledge development and application projects, training and technical assistance programs, targeted capacity response initiatives, and systems change grants. Funded projects must support prevention, treatment, and recovery infrastructure that connects individuals at risk of justice involvement to community-based services before arrest or booking.

Merit review is conducted on all applications submitted, with awards determined through consideration of merit review findings, program analysis, and concurrence by the CMHS National Advisory Council. A three-year records retention requirement applies; records must be retained beyond three years if final audit has not been completed or findings resolved.

This opportunity is assigned to the Center for Mental Health Services Projects of Regional and National Significance (CFDA 93.532). Award amounts, number of awards, period of performance, and any cost share requirements are determined as part of the Notice of Funding Opportunity.

Synopsis

The purpose of this program is to develop and implement a program to divert youth and/or adults with mental health or co-occurring disorders who are at risk of criminal and/or juvenile justice involvement to community-based services before arrest or booking.
