About this opportunity

The U.S. Army Corps of Engineers, Fort Worth District, seeks a cooperative agreement partner to conduct comprehensive bat surveys focusing on Little Brown Myotis (Myotis lucifugus) populations at Joint Base Elmendorf-Richardson (JBER) in Alaska. The project requires acoustic monitoring using passive detectors at approximately 40 deployment locations, radio-tagging and tracking of approximately 30 bats, habitat characterization, data analysis, and production of draft and final technical reports with GIS-compatible maps. Applicants must be members of the Alaska/Colorado Plateau Cooperative Ecosystem Studies Units (CESU) Program and must demonstrate relevant qualifications and capability through a two-page maximum Statement of Interest that includes organizational information, CAGE Code, Unique Entity ID, Principal Investigator biographical sketch with relevant experience, descriptions of past projects, and available staff and facilities. Eligible applicants must have an active NIST SP 800-171 DoD Assessment performed within the last three years. Statements of Interest are due by 2:00 P.M. Central Daylight Time on April 10, 2026, submitted via email to Maria Lopez or David Leptien, with questions required to be submitted no later than 10 calendar days from the RSOI posting date.

The base period award is approximately $66,000 for an 18-month performance period, with potential additional funding available for up to two optional 18-month follow-on periods based on funding availability. The established CESU indirect rate is 17.5%. Work will be performed at Joint Base Elmendorf-Richardson in Alaska, where JBER will provide mist nets, radio tags, antennas, up to 11 bat detectors, associated batteries, SD cards, installation access, GIS data, and technical guidance. All raw data, equipment, and records become government property upon project completion. Payment will be submitted quarterly using SF270 forms accompanied by Standard Form-Performance Progress Reports, with final invoices due within 90 days of project completion.
