About this opportunity
The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the Department of State seeks applicants to develop a software-based weighted, random case-allocation system for Serbia's prosecution service, with applications due November 9, 2026. This is a single award opportunity capped at $1.1 million, and applicants must request between $750,000 and $1.1 million. Cost sharing is recommended but not required.
Eligible applicants include U.S.-based and foreign-based nonprofits and educational institutions demonstrating prior experience in the last three years working with Serbian judicial institutions, particularly public prosecutor offices; experience developing or implementing case-weighting formulas in judicial institutions; experience drafting legal regulation related to case-weighting; experience with ICT tools for prosecutor offices; and a proposed team with at least 15 years of combined experience with Serbian judicial institutions.
The project runs for 24 months beginning February 2027, performed in Serbia. The grant aims to reduce political interference in Serbia's prosecution service by implementing an objective, formula-based case-weighting methodology and automated system for random case allocation to improve prosecution outcomes in transnational organized crime, money laundering, and corruption cases, particularly those involving high-level corruption and transnational criminal organization leaders whose activities threaten U.S. national security interests.
Applicants must obtain a Unique Entity Identifier and maintain active registration in SAM.gov. The application requires standard forms, a proposal narrative (maximum 20 pages), performance monitoring plan, project risk analysis, timeline, organizational information, key personnel list, and detailed budget with narrative. Awards are subject to Leahy Amendment vetting, trafficking in persons certification for work valued over $500,000, and Promoting Human Flourishing in Foreign Assistance policies. The deadline for questions is October 9, 2026. The Assistance Listing number is 19.705 (Trans-National Crime program).
Synopsis
The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State announce an open competition for organizations to submit applications to carry out a project to develop a software-based weighted, random case-allocation system to prevent selective prosecution of transnational organized crime and money laundering cases. Political interference in the prosecution service remains a barrier to fighting transnational organized crime and achieving other U.S. objectives in Serbia. As requested by the High Prosecutorial Council, the body responsible for oversight of the prosecution service, this grant will reduce political manipulation of prosecutions and improve outcomes in extradition cases and cases involving high-level corruption and transnational criminal organization (TCO) leaders whose activities harm U.S. national security interests through random allocation of cases
