About this opportunity
The Department of Housing and Urban Development is soliciting applications for cooperative agreement awards to fund automated building code permitting system demonstrations in state and local jurisdictions, with an application deadline of July 13, 2026. HUD will make approximately six awards ranging from $300,000 to $1,500,000 each from $3 million in total available funding.
Eligible applicants are state governments, county governments, city and township governments, and federally recognized tribal governments. No cost share is required. Awards support a performance period of October 1, 2026 through October 1, 2029 (maximum 36 months, minimum 12 months), with an anticipated award date of August 31, 2026.
Funded activities include software licensing, hardware and cloud infrastructure, staff salaries for implementation and oversight, training, data collection and reporting, and research evaluation support. The demonstration will test real-world deployment of automated permitting platforms within government environments to evaluate effects on processing timelines, workflow efficiency, staff roles, and applicant experience. Projects must generate empirical evidence on operational performance, costs, governance needs, and potential cost savings to inform broader adoption by state and local jurisdictions.
Merit review evaluates contribution of the proposed project (30 points), soundness of approach (30 points), project management and team capacity (20 points), and budget and timeline reasonableness (20 points). Applicants must submit electronically through Grants.gov unless granted a waiver and must comply with 2 CFR Part 200, environmental review exemptions under 24 CFR Part 50, Fair Housing Act compliance, and relevant executive orders. The program is funded under CFDA 14.506 (General Research and Technology Activity).
Synopsis
The Automated Permitting Systems Demonstration NOFO is intended to support jurisdictions that will deploy automated building code permitting systems and partner with HUD to evaluate their applicability and effectiveness within real-world operating conditions. This demonstration will test the real-world deployment of an automated permitting platform within a government permitting environment to evaluate its effects on processing timelines, workflow efficiency, staff roles, and applicant experience. The demonstration will generate empirical evidence on operational performance, costs, governance needs, and potential cost savings to inform broader adoption by state and local jurisdictions.
