About this opportunity
The U.S. Army Corps of Engineers Fort Worth District is soliciting Statements of Interest for a cooperative agreement to fund research on aquatic fauna response to ecosystem restoration in Southwest Florida, with responses due October 12, 2026. This opportunity is restricted to members of one of three Cooperative Ecosystem Studies Units (CESU) regions: Gulf Coast, Piedmont-South Atlantic Coast, or South Florida-Caribbean.
The base period award is approximately $300,000 for 12 months, with potential follow-on funding of up to $80,000 for optional tasks and $100,000 per period for spatial expansion surveys. Four optional 12-month follow-on periods are available subject to funding availability. The maximum indirect cost rate is 17.5%. No cost share is specified.
The project requires expertise in the Everglades ecosystem, particularly Southwest Florida, with demonstrated research experience sampling and analyzing aquatic fauna communities and relating trends to hydrological patterns. Mandatory work includes project initiation meetings, aquatic fauna sampling within Big Cypress National Preserve and potentially other Southwest Florida areas, data analyses and annual reporting, and participation in RECOVER team meetings. Recipients must obtain necessary permits from the National Park Service, U.S. Fish and Wildlife Service, State of Florida, and federally recognized tribes.
All recipients must have an active NIST SP 800-171 DoD Assessment performed within the last three years and maintain compliance with NIST SP 800-171 security standards on covered information systems. Statements of Interest should not exceed three pages and must include organizational information, biographical sketches of principal investigators and supporting personnel, relevant past projects, available equipment and facilities, and a summary of the research's alignment with USACE missions.
The CFDA number is 12.005 (Conservation and Rehabilitation of Natural Resources on Military Installations). Contact Maria Lopez (Maria.E.Lopez@usace.army.mil) or Emily Woodruff (Emily.T.Woodruff@usace.army.mil).
