About this opportunity
The U.S. Army Corps of Engineers, Fort Worth District, is soliciting Statements of Interest for a cooperative agreement to monitor aquatic fauna and primary production in the Florida Everglades, with responses due by October 5, 2026. This opportunity is restricted exclusively to members of three Cooperative Ecosystem Study Units (CESU) regions: Gulf Coast, Piedmont–South Atlantic Coast, and South Florida–Caribbean.
The base period award, anticipated in FY 2027, carries approximately $996,800 in total funding: $630,000 for mandatory tasks, $66,800 for Task 6 (RECOVER Interim Goals and Interim Targets Modeling), and $300,000 for Task 8 (Blue Shanty Flow Way monitoring). Additional optional task funding may be available. The cooperative agreement includes a base period of 12 months from date of award, followed by up to four 12-month follow-on periods based on funding availability. Indirect costs are capped at 17.5% under the CESU rate.
Applicants must demonstrate a PhD in a relevant field such as wetland ecology or freshwater fish ecology, with expert knowledge and direct research experience in the Everglades ecosystem, aquatic fauna, and trophic dynamics. The principal investigator must demonstrate proficiency with the Generalized Random-Tessellation Stratified (GRTS) approach and must possess or have the capability to obtain required research permits from Everglades National Park, Florida Fish and Wildlife Conservation Commission, and the Arthur R. Marshall Loxahatchee National Wildlife Refuge.
Statements of Interest, not to exceed two to three pages, must include organizational information, biographical sketches, technical qualifications, relevant past projects, innovative techniques, available resources, and the proposed research's relationship to USACE missions. Evaluation criteria emphasize technical merit, capability to meet program objectives, and alignment with USACE missions, using Good/Excellent, Acceptable, or Unacceptable ratings. Recipients must maintain an active NIST SP 800-171 DoD assessment performed within the last three years. The funding opportunity falls under CFDA 12.005, Conservation and Rehabilitation of Natural Resources on Military Installations.
