About this opportunity

The Department of Energy's National Energy Technology Laboratory is soliciting applications for research and development grants totaling up to $10.75 million under the Annual Recurring University Training and Research program, with applications due October 16, 2026. Individual awards are capped at $750,000 with no required cost share.

Eligible applicants are U.S. institutions of higher education only. The principal investigator must hold a professorship at the submitting institution, and at least one student must receive compensation for project work. All applications require a mandatory letter of commitment from a non-academic partnering organization (for-profit, nonprofit, or government entity) that actively contributes to research direction, provides student mentorship, and supports technology commercialization. Applications lacking a non-academic partner, failing to focus on student training, falling outside technical parameters, or lacking commercialization potential within 5–10 years are deemed non-responsive.

The program focuses on innovative research and training across three priority areas: Coal (mining, processing, power, capture, and conversion technologies), Oil & Gas (resource optimization, artificial intelligence/machine learning applications, and refinery digital twins), and Geothermal (extreme environment drilling, enhanced geothermal systems, and critical mineral extraction). Projects must demonstrate technology readiness level progression from 2–4 at project start to 3–5 at completion, with anticipated commercialization potential within 5–10 years. The 36-month period of performance begins in April 2027. NETL and FFRDCs are restricted to no more than 25% of total project costs.

Applications are evaluated on Scientific and Technological Merit (25%), Technical Approach and Understanding (25%), Strengthening the Energy Workforce (30%), and Technical and Management Capabilities (20%). Required deliverables include a Technology Maturation and Transition Plan and a Workforce Development Summary Report. A portion of appropriated funds may be allocated to Historically Black Colleges and Universities, Tribal Colleges and Universities, and Hispanic-Serving Institutions. Letters of intent are due October 1, 2026. The program operates under CFDA 81.089, Fossil Energy Research and Development.
