Total funding available is $30,000, supporting approximately three awards ranging from $10,000 to $20,000 each. Eligible applicants include not-for-profit organizations, educational institutions, individuals, and public international organizations, though only non-profit, non-governmental entities may serve as prime recipients. Applicants must obtain a Unique Entity Identifier and maintain active SAM.gov registration. Administrative costs cannot exceed 10% of the requested amount unless the organization holds a Negotiated Indirect Cost Rate Agreement.

Projects must address one or more of six priority areas: free speech and open expression, U.S.-Zimbabwe commercial ties and economic prosperity, artificial intelligence for improved prosperity, cybersecurity, technology literacy and resilience, or American excellence in education, media, sports, and creative industries. All programs must include a significant American component. The Embassy particularly encourages collaborative approaches integrating multiple priority areas. Project performance and administrative oversight occur in Zimbabwe, with a 12–18 month period of performance. Funding derives from FY26 Smith-Mundt Public Diplomacy Funds under CFDA 19.040.

Evaluation criteria weight quality and feasibility (30 points), organizational capacity (25 points), project planning (20 points), budget (10 points), monitoring and evaluation (10 points), and sustainability (5 points). Applications must demonstrate alignment with Public Diplomacy Strategic mission goals, project sustainability beyond Embassy funding, and plans for media engagement promoting U.S. support. Applicants must submit standard federal forms, a detailed narrative with program design and monitoring plans, budget justification, key personnel resumes, and partner letters of support via email to PublicDiplomacyGrants-ZIM@state.gov.
