About this opportunity

The National Institutes of Health Office of Research Infrastructure Programs seeks applicants for Animal and Biological Material Resource Centers (P40 mechanism) with an application due date of February 18, 2026, and intends to commit $1.3 million in fiscal years 2027–2029 to fund at least two awards per fiscal year. Clinical trials are not allowed under this funding opportunity.

Eligible applicants include higher education institutions (public and private), nonprofits (501(c)(3) and non-501(c)(3)), for-profit organizations, small businesses, and state and local governments. Foreign organizations and non-domestic components of U.S. organizations are not eligible; foreign components are not allowed.

Centers must demonstrate broad applicability across multiple NIH Institutes and Centers rather than focusing on single-disease or single-IC orientations. Project periods do not exceed five years. Budgets are not limited but must reflect actual project needs; renewal applications cannot exceed a 5 percent increase in direct costs from the prior funding cycle without justification.

Applicants must submit multi-component applications including an Overall Component, mandatory Resource Component (Core), Curation and Informatics Component (Admin Core), and one to two Applied Research Components (Project), each with specified page limits. Centers must establish External Advisory Boards with minimum four members meeting at least annually, generate program income to support operations, maintain disaster preparedness plans, and collect impact data for reporting.

A critical requirement is that Centers must closely coordinate with efforts to develop new approach methodologies (NAMs)—cell culture, organoids, computational models, and microphysiological systems. Applied Research Components must include studies generating comparative data to increase NAM applicability and promote integration of the most predictive human disease models.

Nine application cycles are available through September 2027, with the earliest submission date of January 18, 2026. Review assesses scientific merit using standard numerical scoring on Overall Impact, Significance, Investigators, Innovation, Approach, and Environment, with merit descriptors (acceptable or unacceptable) assigned to individual components. Prior to application preparation, all applicants are strongly encouraged to consult with ORIP Scientific/Research staff on resource plan appropriateness, application competitiveness, and program priorities.

Synopsis

This Notice of Funding Opportunity (NOFO) encourages grant applications for Animal and Biological Material Resource Centers. These Centers provide support for special colonies of laboratory animals and associated services, as well as other resources such as informatics tools, reagents, cultures (cells, tissues, and organs) and genetic stocks that serve the biomedical research community in a variety of research areas on a local, regional, and national basis. The goal of projects supported by this NOFO is to provide research resources that facilitate optimization and enhancement of scientific rigor, transparency, and experimental reproducibility of biomedical research. Proposed Animal and Biological Material Resource Centers must have broad application to multiple NIH Institutes or Centers (ICs) to align with the ORIP"s NIH-wide mission (https://orip.nih.gov/about-orip). This funding opportunity is designed to support both continuation of existing resources and to develop new ones when appropriate. Of special interest of the announcement is a requirement of the Center"s close coordination with efforts to develop new approach methodologies (NAMs) that complement traditional animal-based research. These include cell culture, organoids, computational models, and microphysiological systems. Applied Research Component should include studies to generate comparative data to increase applicability of NAMs and promote integration of the most predictive human disease models. Prior to preparing an application, all applicants are strongly encouraged to consult with Scientific/Research staff to be advised on appropriateness of the intended resource plans for this program, competitiveness of a potential application, and ORIP's program priorities.
