About this opportunity
The U.S. Embassy Lusaka's Public Diplomacy Section is soliciting applications for a cooperative agreement to manage administrative disbursements for American Spaces in Zambia, with an application deadline of June 20, 2026, at 12:00 pm CAT. This is a single-award opportunity with a ceiling of $12,591 and a 12-month period of performance or until FY2026 funds are expended.
Eligible applicants include not-for-profit organizations, civil society groups, think tanks, and public or private educational institutions based in or with significant operations in Zambia. All organizations must obtain a Unique Entity Identifier and maintain active SAM.gov registration, though exemptions may be requested with advance notice. No cost share is required.
The grantee will serve as a fiscal intermediary for three American Spaces locations: the American Center for Leadership at the U.S. Embassy in Lusaka, the American Corner at the National Institute for Public Administration in Lusaka, and the American Corner at Copperbelt University in Kitwe. The grantee will not develop or execute programming but will disburse funds to vendors, organizations, and individuals for programmatic costs, logistics fees, supplies, and other expenses as directed by the Embassy's American Spaces team. Key objectives include disbursing funds to cover programmatic costs, facilitating payments for activity and event preparations across all three locations, and providing the PDS American Spaces team with regular financial expenditure reports.
Applications will be evaluated on quality and feasibility (30 points), organizational capacity and grant history (25 points), project planning ability (20 points), budget reasonableness (10 points), monitoring and evaluation planning (10 points), and sustainability (5 points). Required documents include SF-424, SF-424A, SF-424B forms; a proposal not exceeding six pages; detailed line-item budget with justification; key personnel resumes; letters of support; and proof of legal registration. The Department of State will review applications within 120 days of the deadline and may designate high-risk awardees for enhanced reporting and financial monitoring. This opportunity falls under CFDA 19.441, ECA – American Spaces.
Synopsis
The American Spaces, administered through the U.S. Embassy Zambia's Public Diplomacy Section (PDS), are open-access learning and gathering places that promote interaction - both in-person and virtual - among local audiences and the United States. American Spaces deliver compelling programs and activities on a wide range of themes and topics, from freedom of speech and digital rights to American history and innovative use of AI and technology. American Spaces aim to provide accurate information about the United States and combat disinformation; engage and leverage alumni of U.S. exchange programs to execute programming to compliment administrative priorities; facilitate English language learning and teaching; host strategic cultural programming; promote study at higher education institutions in the United States through EducationUSA; and offer professional skill building. In Zambia, the U.S. Embassy's Public Diplomacy Section operates three American Spaces throughout the country - the American Center for Leadership at the U.S. Embassy in Lusaka; the American Corner at the National Institute for Public Administration in Lusaka; and the American Corner at Copperbelt University in Kitwe.
Often, the American Corners receive disbursements in small increments, with payments made to individual vendors and sub-grantees. The grantee will not be involved in the development and execution of American Spaces programming. The grantee will assist the U.S. Embassy Public Diplomacy Section in disbursing funds to organizations and individuals to cover programmatic costs, logistics fees, supply fees, and any other expenses as directed by the Embassy's American Spaces team.
The grantee will meet the following objectives:
· Disburse funds to vendors, organizations, and individuals to cover programmatic costs.
· Facilitate payments to support activity and event preparations across all three American Spaces.
· Provide the PDS American Spaces team with regular reports on financial expenditures and budget execution.
· Disburse payments for logistics, supply fees, and other expenses as directed by the Embassy's American Spaces team across all three locations.
