About this opportunity
The U.S. Department of State's Embassy Uganda seeks qualified organizations to manage and operate the American Center Kampala through a 12-month cooperative agreement funded under the Educational and Cultural Exchange Programs Appropriation Overseas Grants (CFDA 19.022). The selected implementer will be responsible for all daily operational aspects including facility management, security coordination, staff supervision, and visitor services, while developing and implementing dynamic public programming focused on cultural and educational exchange aligned with U.S. foreign policy priorities in Uganda. Key requirements include maintaining a welcoming and accessible hub that provides information about American culture and educational opportunities, building partnerships with local institutions, demonstrating effective resource management, establishing robust monitoring and evaluation systems, and employing innovative audience engagement approaches. Programming must address themes including democratic governance, economic prosperity, educational opportunity, and people-to-people ties while serving diverse audiences such as students, educators, entrepreneurs, and civil society leaders. Applicants must submit proposals using the required template by May 29, 2026, and must demonstrate organizational capacity through completion of the Applicant Organizational Information Survey, a Performance Monitoring Plan with SMART indicators, and a detailed budget narrative. The U.S. Embassy will retain strategic oversight authority, including setting goals, approving programming, and providing policy guidance throughout the award period.
Recent awards under this federal grant program typically range from $75,000 to $500,000, with the majority of grants falling between $5,000 and $50,000 for performance periods of 12 to 27 months. The American Center Kampala cooperative agreement specifically covers a 12-month service period and encompasses all operational and programmatic activities at the facility located in Kampala, Uganda. Applicants must be non-501(c)(3) nonprofit organizations and should anticipate comprehensive reporting requirements including quarterly performance monitoring against established output and outcome indicators throughout the award period.
Synopsis
The U.S. Department of State's Embassy Uganda announces an open competition for management and operations of the American Center Kampala. This award will support a comprehensive program advancing U.S. priorities in Uganda through cultural and educational exchange by providing a strategic public platform where Ugandans can access information, participate in programs, and engage directly with American ideas and values.
The selected organization will manage all aspects of the American Center's daily operations, including, but not limited to, facility management, security coordination, staff supervision, and visitor services. The implementer must maintain a welcoming, clean, accessible hub that provides information about American culture, values, and educational opportunities, while building strong partnerships with local institutions, demonstrating effective resource management, establishing robust monitoring and evaluation systems, and employing innovative approaches to audience engagement.
Additionally, the award recipient will develop and implement dynamic public programming that promotes mutual understanding between the United States and Uganda, including educational workshops, cultural events, English language programs, speaker series, and digital engagement initiatives. Programs must be interactive, accessible, and tailored to local audiences, including students, educators, entrepreneurs, and civil society leaders-while aligning with Embassy priorities and supporting key themes such as democratic governance, economic prosperity, educational opportunity, and people-to-people ties.
The U.S. Embassy will retain responsibility for the American Center's strategic direction, including setting goals and priorities, approving programming, and providing policy guidance. The implementer will work closely with Embassy staff to align activities with U.S. foreign policy objectives, comply with U.S. government regulations, and report on outcomes.
The award period is 12 months and may be renewed on a non-competitive basis subject to availability of funds, satisfactory performance, and a determination that continued funding serves the best interest of the U.S. Department of State.
