About this opportunity

The Department of the Army Corps of Engineers Fort Worth District is soliciting Statements of Interest for a cooperative agreement to monitor American alligators as ecological indicators of Everglades restoration, with responses due October 5, 2026 by 2:00 PM Central Time. This opportunity is restricted to members of three designated Cooperative Ecosystem Study Units: Gulf Coast, Piedmont-South Atlantic Coast, and South Florida-Caribbean.

Applicants must demonstrate a PhD in a relevant field (wetland ecology, freshwater fish ecology, or similar), expert knowledge and direct research experience within the Everglades ecosystem, and prior experience surveying crocodilians via airboat in southeastern U.S. seasonal wetlands. Applicants must possess or have the means to obtain research permits from Everglades National Park (National Park Service), Water Conservation Areas (Florida Fish and Wildlife Conservation Commission), and A.R.M. Loxahatchee National Wildlife Refuge. All recipients and subrecipients must have an active NIST SP 800-171 DoD assessment performed within the last three years.

The base period is 12 months from award, with up to four 12-month follow-on periods. The established CESU indirect cost rate of 17.5% applies to all work. The Statement of Interest should not exceed 2–3 pages, single-spaced in 12-point font, and must include organizational information, Principal Investigator biographical sketch, technical qualifications, relevant past projects, supporting personnel sketches, innovative techniques, and alignment with USACE/DoD missions. Statements will be evaluated on technical merit, capability to meet program objectives, and USACE mission alignment. Award is anticipated in Fiscal Year 2027.
