About this opportunity

The Department of the Interior's Bureau of Ocean Energy Management (BOEM) is seeking a cooperative agreement with the University of Washington for a passive acoustic monitoring study of cetaceans in Lower Cook Inlet, Alaska. The primary objectives include deploying integrated sub-surface moorings, analyzing data from passive acoustic recorders and echolocation detectors, documenting the temporal and spatial occurrence of marine mammals (including humpback, right, fin, minke, killer, and beluga whales), and investigating marine mammal trends in relation to oceanographic conditions. Proposal evaluation will be conducted by panels of BOEM and non-BOEM scientists, with criteria focusing on mission relevance, technical merit, personnel quality, project management, safety management, and budget considerations. The study is part of the Alaska Coastal Marine Institute (CFDA 15.421) research program, which supports scientific investigations of marine environments potentially impacted by offshore energy development. The application deadline is August 22, 2025, with the grant opportunity specifically targeting state governments and public higher education institutions.

The project will be conducted in partnership with the National Oceanic and Atmospheric Administration (NOAA) Alaska Fisheries Science Center Marine Mammal Laboratory, with the study area concentrated at the three entrances to Lower Cook Inlet. While specific award values are not explicitly stated, similar grants in the Alaska Coastal Marine Institute program typically range from $40,000 to $250,000, with potential durations of 2-4 years. The research will involve comprehensive data collection, analysis, and synthesis of acoustic and oceanographic environmental data, with the goal of understanding marine mammal occurrences and their relationship to local environmental conditions. The project requires detailed documentation, with all records to be maintained for three years after submission of the final financial report, and final reports to be made available through the BOEM Environmental Studies Program Information System.

Synopsis

The purpose of this study is to conduct data collection, analysis, and synthesis components for the project Passive Acoustic Monitoring for Cetaceans in Lower Cook Inlet conducted in partnership between BOEM and the National Oceanic and Atmospheric Administration (NOAA) Alaska Fisheries Science Center Marine Mammal Laboratory (AFSC-MML). The proposed study will use passive acoustic monitoring to characterize the acoustic and oceanographic environment and document the temporal occurrence of humpback, right, fin, minke, killer, and beluga whales and other cetaceans at the three entrances to LCI, Alaska. Data from the project will be used to relate variation in marine mammal occurrence to oceanographic conditions. The specific objectives of this agreement are:Participate in the preparation, deployment, and recovery of integrated sub-surface moorings in the three entrances to LCI.Provide information on temporal and spatial occurrence of marine mammals within the study area by analyzing data from standard passive acoustic recorders and echolocation detectors.Provide information on the temporal and spatial presence of anthropogenic noise sources within the study area.Contribute expert interpretation of results for investigation of marine mammal trends in relation to oceanographic inflow events. The eligible recipient is the University of Washington.
