About this opportunity
The Air Force Research Laboratory Munitions Directorate is soliciting research proposals for air delivered effects technologies spanning basic research through advanced technology development across 18 distinct research areas, including weapon airframe systems, autonomous target recognition, hardware-in-the-loop simulation, multi-function radar systems, and weapons autonomy technology. The Department of the Air Force Materiel Command Research Laboratory seeks proposals from higher education institutions (both public and private), 501(c)(3) nonprofits, and small businesses to maintain technological superiority and prevent technological surprise to the nation. Eligible applicants must submit white papers (five pages or less, formatted in 12-point Times New Roman, double-spaced) at any time during the five-year open period, with evaluation based on technical merit, innovation, feasibility, cost realism, and transition potential to future government needs; favorable submissions are then invited to submit full technical and cost proposals. The BAA (Broad Agency Announcement) remains open through March 21, 2027, and applicants must comply with security program requirements, export control regulations, and federal employment standards. White papers should be submitted to afrl.rwk.baaworkflow@us.af.mil, with periodic call announcements issued for specific research areas under CFDA 12.800 (Air Force Defense Research Sciences Program).
The cumulative funding ceiling for all awards under this BAA is not to exceed $750 million, with typical project grants ranging from approximately $10,000 to $1,042,850 and performance periods of one to five years. Awards may be structured as procurement contracts (Cost Plus Fixed Fee preferred), grants, cooperative agreements, or other transaction instruments. Research performance will occur primarily at recipient institutions nationwide, with potential collaboration at Air Force Research Laboratory facilities located in Dayton, Ohio and other locations.
