About this opportunity
The Department of Energy National Energy Technology Lab is soliciting cooperative agreement applications to advance cost-effective technologies for improving efficiency, reliability, and resilience of the United States oil and natural gas supply chain through research and development focused on enhanced resource utilization, modernized infrastructure, and accelerated digital transformation, with applications due September 22, 2026 at 5 p.m. ET. All awards require a minimum 20 percent cost share from nonfederal sources.
Eligible applicants include domestic institutions of higher education, for-profit and nonprofit organizations, state and local government entities, and Indian Tribes. DOE and non-DOE FFRDCs may participate only as subrecipients. Foreign entities may participate only with approved waivers, and all work must be performed in the United States unless waived. Work is subject to Buy America requirements for infrastructure projects.
Total available funding is $81.875 million ($65.5 million federal and $16.375 million cost share) distributed across four topic areas. Topic Area 1a (Laboratory Validation of Catalysts and Unit Operations) offers $7.5 million federal funding for approximately 5 awards of $1.5 million each, targeting Technology Readiness Levels of 3 at application and 5 at project conclusion. Topic Area 1b (Field Validation of Full System Prototypes) provides $18 million federal funding for approximately 3 awards of $6 million each, requiring TRL 5 entry and TRL 7 exit. Topic Area 2 (Resilient Infrastructure Technology Enhancement) makes $12 million available for approximately 4 awards of $3 million each, with TRL 5 to 7 progression. Topic Area 3 (Hydrocarbon Infrastructure Test Sites) funds approximately 4 awards of $7 million each from a $28 million federal pool, also requiring TRL 5 to 7 progression. Anticipated selection notification is December 11, 2026, with award date of March 1, 2027. Applications must include technical volumes (maximum 20 pages), biosketches, cost share commitment letters, and compliance documentation. Topics 1b, 2, and 3 require letters of intent or commitment from industry partners. Selected projects must complete technology maturation plans, techno-economic analyses, and implement the DOE Adoption Readiness Level framework. The funding opportunity falls under CFDA 81.089 (Fossil Energy Research and Development) and may remain open for up to 72 months with review cycles occurring approximately annually.
