About this opportunity
The U.S. Department of State's Bureau of International Security and Nonproliferation is seeking applicants for the "Advancing Nuclear Safety, Security, and Nonproliferation through the FIRST Program" federal grant opportunity. The FIRST program provides technical capacity-building support to potential nuclear energy newcomer countries and current nuclear energy countries that are considering small modular reactors (SMRs) and other advanced reactor designs, consistent with the highest international standards of nuclear security, nonproliferation, and safety. The program aims to enhance U.S. bilateral and multilateral cooperation in nuclear energy infrastructure development, nuclear security, and capacity-building. The evaluation will consider the applicant's experience, technical approach, and ability to achieve the program's objectives. The application deadline is January 17, 2025.
The total funding available is $19.5 million, with individual awards ranging from $50,000 to $4 million. ISN/CTR expects to make approximately 10 awards to eligible applicants, which include U.S.-based and foreign non-profit/NGOs, FFRDCs, institutions of higher education, and for-profit organizations. The program is funded under the Global Threat Reduction grant program (CFDA 19.033) and activities are anticipated to take place in multiple partner countries.
Synopsis
ISN/CTR administers the FIRST Program which provides technical capacity-building support to potential nuclear energy newcomer countries and current nuclear energy countries that are considering SMRs and other advanced reactor designs to meet their clean energy needs, consistent with the highest international standards of nuclear security, nonproliferation, and safety. FIRST is designed to enhance U.S. bilateral and multilateral cooperation, consistent with the IAEA nuclear energy infrastructure development milestones approach, in nuclear energy infrastructure development, nuclear security, and capacity-building. In so doing, the program supports secure, safe, and proliferation-resistant deployment of SMRs or other advanced reactors to partner countries.
