About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) National Centers for Coastal Ocean Science Competitive Research Program is soliciting applications for cooperative agreements supporting coastal flood protection through public-private partnerships, innovative insurance products, or improved sediment management, with a full application due February 12, 2027. No cost share or matching funds are required. One to six projects will be funded for up to four years, with an approximate annual budget of up to $500,000 per project, not to exceed $2,000,000 per project total. All funded projects carry a September 1, 2027 start date.

Eligible applicants are U.S. institutions of higher education, non-profits, state and local governments, tribal government entities, U.S. territories, U.S. affiliated Pacific Islands institutions, and for-profit organizations. Federal applicants, including NOAA, are eligible provided legal authority exists for the Federal applicant to receive funds from another agency.

The program funds research teams that include regional users to ensure practical, efficient, and cost-effective cross-sector implementation. Proposals must address at least one of three priority areas: improving product delivery through private sector partnerships (1–2 projects expected); innovative insurance mechanisms for natural coastal flood defense (1–2 projects expected); and sediment management practices (1–2 projects expected). Applicants must establish an advisory group of intended coastal decision-makers and meet with this group at least annually.

Independent peer mail review followed by peer panel evaluation will assess proposals using four criteria: importance, relevance, and applicability (35 points); technical and scientific merit (35 points); overall qualifications of applicants (15 points); and project costs (15 points). Letters of intent are due November 9, 2026. Funding is contingent upon the availability of Federal appropriations. This opportunity is supported under Assistance Listing 11.478.
