About this opportunity
The Department of Housing and Urban Development (HUD) is seeking research proposals through the Advancing Building Technology Grant Program to develop knowledge aimed at increasing the supply of affordable housing. The program invites eligible applicants, including government entities, higher education institutions, nonprofits, and for-profit organizations, to submit research projects addressing five key categories: disaster housing reconstruction, HUD Code reforms, offsite construction methods, innovative housing financing models, and AI applications to reduce regulatory burdens. Applicants must propose research that not only studies intervention effects but also suggests strategies for adopting or scaling effective solutions to reduce housing construction time and deployment. Evaluation criteria will likely focus on the potential impact of proposed research on affordable housing supply, innovation, and practical implementation strategies. The application deadline is July 25, 2025, with a grace period extended to July 30, 2025, for applicants experiencing technical submission issues.
HUD anticipates awarding approximately 15 cooperative agreements totaling $10 million, with individual awards ranging from $500,000 to $1,500,000. The project performance period will span 36 months, with an anticipated award date of September 30, 2025, and a performance period from October 7, 2025, to October 7, 2028. Grantees will be required to submit quarterly progress reports and provide interim and final briefings, with all research results to be made publicly available. The funding will be issued on a reimbursement basis and is strictly for research activities, not for constructing habitable housing units. Recipients must comply with federal regulations under 2 CFR Part 200 and budget for travel to HUD headquarters, report preparation, and potential editing.
