About this opportunity

The Department of Housing and Urban Development (HUD) is seeking competitive research proposals through the Addressing the Housing Affordability Crisis Research Grant Program to generate actionable insights into the housing affordability crisis in the United States. The program will fund research projects across five specific categories: Government-induced Demand and Housing Affordability, Immigration and Housing Affordability, The Financialization of Housing and Housing Affordability, Economic Opportunity Cost and Housing Affordability, and Opportunity Zones. Eligible applicants include institutions of higher education, nonprofit organizations, for-profit institutions, small businesses, and specific institutional types such as Hispanic-Serving Institutions and Historically Black Colleges and Universities. Proposals will be evaluated based on their ability to contribute meaningful knowledge and generate evidence-based policy recommendations addressing short-term housing affordability challenges. The application deadline is July 24, 2025, at 11:59 PM Eastern Time, with applications to be submitted electronically through Grants.gov.

HUD will award approximately $10 million through cooperative agreements, with individual awards ranging from $250,000 to $2,000,000 and anticipates making between 5 and 40 total awards. The performance period for funded projects will span between 12 and 36 months, with an anticipated award date of September 15, 2025, and project implementation running from October 1, 2025, to September 30, 2028. Awardees should expect substantial involvement from HUD subject matter experts throughout the project, including oversight of research design, data collection, and deliverables. The grants will be awarded as cooperative agreements under the General Research and Technology Activity (CFDA 14.506) federal grant program, with no matching funds required and indirect costs allowable at either a federally negotiated rate or a 10% de minimis rate.
