Eligible applicants include higher education institutions (public and private), small businesses, nonprofits (501(c)(3) and non-501(c)(3)), county and city governments, state governments, tribal governments (federally and non-federally recognized), special district governments, for-profit organizations, independent school districts, public or Indian housing authorities, and other eligible entities including HBCUs, Hispanic-serving institutions, Alaska Native and Native Hawaiian serving institutions, AANAPISIs, TCCUs, faith-based and community-based organizations, regional organizations, federally eligible agencies, and non-domestic entities.

The NOFO funds R01 grants with clinical trial optional components. The program operates under CFDA 93.394 (Cancer Detection and Diagnosis Research) and CFDA 93.395 (Cancer Treatment Research). Recent awards in related cancer detection and diagnosis efforts range from approximately $395,000 to $820,000, with representative R01 grants including $711,696 for open-source medical imaging software adaptation, $644,703 for bone marrow organoid culture supporting acute myeloid leukemia research, and $532,105 for point-of-care hepatocellular carcinoma screening test development. Awards are evaluated on scientific merit, technical adequacy of experimental design, investigator competency, facility and resource adequacy, budget necessity, and program relevance. Review occurs through scientific peer review panels and national advisory councils, with funding decisions based on scientific and technical merit, program relevance, and program balance consistent with NCI and NIH strategic priorities.
