About this opportunity
The Administration for Children and Families (ACF), through the Children's Bureau, is soliciting applications for a cooperative agreement to develop, implement, and evaluate a demonstration program of post-adoption support services for birth parents who have voluntarily placed their children for private domestic adoption, with applications due by August 6, 2026. This is a single-award opportunity funding one nonprofit organization.
Eligible applicants are nonprofit organizations (501(c)(3), non-501(c)(3), and other) that are adoption-focused with extensive experience providing services and support to birth parents in private domestic placements. The award ceiling is $1,000,000 and the floor is $450,000 for a two-year project period with one budget period. The expected project start date is September 30, 2026. No cost share is required.
The demonstration program must provide services including support groups, supportive services and resources, resource navigation, individual counseling referrals, and peer mentoring services. A central deliverable is rigorous evaluation using mixed-methods design with both quantitative and qualitative data collection to measure service effectiveness and develop a manualized intervention model for national replication. Recipients must disseminate findings through a final evaluation report and at least one national webinar or conference presentation.
Merit review scoring allocates 35 points to approach, 25 to evaluation, 20 to organizational capacity, and 10 points each to purpose/need, budget, and alignment with ACF Vision, Mission, Values, Priorities, and Guiding Principles. Recipients must comply with 2 CFR 200 regulations and submit semiannual performance reports (ACF-OGM-PPR) and financial reports (SF-425 FFR). The funding instrument carries substantial federal involvement in planning, implementation, and monitoring activities. The program operates under CFDA 93.652, Adoption Opportunities.
Synopsis
The Administration for Children and Families (ACF), through the Children's Bureau, will fund a cooperative agreement to develop, implement, and evaluate a demonstration program of post-adoption support services for birth parents who have voluntarily placed their children for private domestic adoption. This initiative is founded on the recognition that the well-being of all parties in an adoption is essential. Birth parents often benefit from access to support and resources following their placement for adoption. This demonstration program will provide services including, but not limited to, support groups and supportive services and resources. The goal is to identify and promote effective models of support that contribute to the positive adjustment and well-being of birth parents. A central component of this project is a rigorous evaluation to measure the effectiveness of the services provided and to develop a model that can be replicated by other organizations nationally. This work directly supports ACF's mission to promote the social well-being of families and individuals.
