About this opportunity

This cooperative agreement opportunity from the Department of State's Bureau of Political-Military Affairs seeks proposals for proliferation mitigation of man-portable air defense systems and anti-tank guided missiles programming in and around Ukraine. Eligible non-501(c)(3) nonprofits are invited to submit applications by April 15, 2023 detailing plans to meet the goals of reducing threats posed to civilian security by at-risk, illicitly proliferated, and indiscriminately used conventional weapons. Proposals will be evaluated based on their ability to conduct related work in Ukraine and support the objectives of the Weapons Removal and Abatement program under CFDA number 19.800.

Successful applicants can expect to receive awards of up to $350,000 to perform the work, which will involve proliferation mitigation efforts in and around Ukraine. Funding is available through the Department of State's Bureau of Political-Military Affairs under a cooperative agreement as part of the Weapons Removal and Abatement program focused on reducing threats from at-risk, illicitly proliferated, and indiscriminately used conventional weapons.

Q1) Can you please explain a bit more about what is required to obtain the documentation to prove the organization is registered, accredited, and certified to work in Ukraine? A1) We have posted a comment on the NOFO that provides guidance on this question. Q2) We assume this does not mean the organization needs to be a registered mine clearance organization since there is no clearance involved in this project, so it would help to know what this process involves. A2) Applicants do not need to be a registered mine clearance organization. See guidance on comment on the NOFO for further information. Q3) Also, does this mean some work should be proposed to take place in Ukraine for an application to be successful under this NOFO? It appears that the nature of the work described can mostly if not all be done remotely, so we would appreciate knowing what, if any, expectation there is to do work on the ground in Ukraine for this project. A3) PM/WRA will consider applications with creative and alternative approaches to meeting the goals and objectives specified in the NOFO. Q4) Elsewhere in the NOFO, it states "Projects must be approved by and coordinated with relevant host nation authorities to the greatest extent possible." Is this something that should be approached at the proposal development phase or only after a project is awarded funding? A4) PM/WRA is open to all applications that demonstrate clear means of accomplishing the goals and objectives laid out in the NOFO and how it will ensure the project is carefully coordinated with host nations within the required time frame of 12 months and within the budget of $350,000. PM/WRA expects this project to be completed in close coordination with relevant host nation authorities and expects applicants to clearly demonstrate how they have completed or how they plan to meet this expectation. - The U.S. Department of State, Bureau of Political-Military Affairs, Office of Weapons Removal and Abatement (PM/WRA) is pleased to invite eligible organizations to submit applications for a cooperative agreement to conduct proliferation mitigation of Man-Portable Air Defense Systems (MANPADS) and Anti-Tank/All-purpose Tactical Guided Missiles (ATGMs) programming in and around Ukraine during fiscal year 2023.
