About this opportunity

The National Marine Fisheries Service (NMFS), operating under the Department of Commerce, is soliciting cooperative agreements to support marine mammal conservation and co-management activities conducted by Alaska Native Organizations (ANOs). Eligible applicants must be ANOs with an established signed co-management agreement with NOAA Fisheries at the time of application. Funded activities may include species management development and implementation, subsistence harvest monitoring and sampling, scientific research, and public education and outreach, with priority given to actions addressing Endangered Species Act Recovery Plans or Marine Mammal Protection Act Conservation Plans. Applications will be evaluated using a three-stage process: initial screening for compliance and completeness, panel review by federal subject matter experts using five criteria (importance/relevance at 30 points, technical/scientific merit at 20 points, project management at 20 points, project costs at 30 points, and outreach/education at 0 points), and final selection by the NOAA/NMFS Regional Administrator. Complete proposals must be submitted by 7:59 AM Alaska Standard Time on May 31, 2026.

The program makes available approximately $1,500,000 in total FY2026 funding, contingent upon federal appropriations, with no cost-sharing or matching funds required from applicants. Cooperative agreements will be issued with project periods ranging from a minimum of 12 months to a maximum of three years, with project start dates no earlier than September 1, 2026. Activities will be performed in Alaska, with award recipients required to submit semi-annual financial and performance reports and comply with Department of Commerce Standard Terms and Conditions, NEPA requirements, and federal anti-discrimination laws.

Synopsis

The National Marine Fisheries Service (hereinafter, "NMFS") recognizes the unique importance of marine mammals to Alaska Native Organizations (hereinafter, "ANOs") and values ongoing efforts by Alaska Native Organizations' members to conserve and protect subsistence species under NMFS' jurisdiction. Pursuant to 16 U.S.C. §1388, NMFS may provide Federal assistance to ANOs to conserve marine mammals and to promote co-management of Alaska Native subsistence use of such mammals under NMFS' jurisdiction. This assistance, provided in the form of cooperative agreements, may be used to support conservation of marine mammals utilized for subsistence purposes by Alaska Natives. Funded activities may include development and implementation of species management, subsistence harvest monitoring, subsistence harvest sampling, scientific research, and public education and outreach. Proposed activities should address priority actions identified in an Endangered Species Act Recovery Plan or Marine Mammal Protection Act Conservation Plan where applicable and the priorities identified within this Federal funding opportunity. Proposals focusing on marine mammals under the jurisdiction of the U.S. Fish and Wildlife Service will not be considered for funding under this grant program. This announcement should be read in its entirety, as some information has changed from the previous year.
