About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service is soliciting competitive applications for grants and cooperative agreements totaling approximately $600,000 under the 2026 Alaska Marine Education and Training Mini-Grant Program, with application deadlines of June 22, 2026, May 3, 2027, and May 1, 2028. Individual project budgets range from $15,000 to $75,000, with project periods of one to two years beginning no earlier than September 1, 2026. Only one application per organization or individual is permitted per fiscal year.

Eligible applicants include individuals, commercial organizations, state and local governments, tribal governments, institutions of higher education, and nonprofits. Federal agencies, their employees, and Federal instrumentalities are not eligible. All projects must be conducted in Alaska and address one of five program priorities: Marine Science and Technology, Fisheries and Seafood-related Training, Outreach, Traditional Knowledge, or Develop Partnerships.

The program supports workforce development in marine science, aquaculture, and maritime operations; seafood safety and management training; technological innovation in fishing; consumer outreach on seafood quality and sustainability; regionally-specific fishery resource management based on local knowledge; and strengthened seafood supply chains through industry, research, and community partnerships. These initiatives align with Executive Order 14276, Restoring America's Seafood Competitiveness.

Proposals undergo three-stage review: administrative screening, panel evaluation by at least three federal subject matter experts using criteria worth up to 100 points (Importance/Relevance 25 points, Technical/Scientific Merit 25 points, Applicant Qualifications 25 points, Outreach and Education 15 points, Project Costs 10 points), and final selection by the NMFS Alaska Regional Administrator. Award funding is contingent on federal appropriations and completion of NEPA analysis, with anticipated start date of September 1, 2026. The program is funded under CFDA 11.455, Marine Education and Training.

Synopsis

This announcement supports Executive Order 14276, Restoring America's Seafood Competitiveness, by soliciting projects that support: workforce development for marine-related professions in marine science, aquaculture/mariculture, and maritime operations; enhancing seafood safety and management through training in seafood best practices, marketing, and fishery management; technological innovation in fishing practices; outreach and education for consumers on quality and sustainability of wild caught fish or products farmed through aquaculture/mariculture; enhanced regionally-specific management of fishery resources based on local knowledge; and strengthening the seafood supply chain through partnerships with industry, researchers, and community organizations to build relationships that increase the sustainability and competitiveness of the marine community in Alaska. Proposed projects must be conducted in Alaska.

Eligibility

Eligible applicants are individuals as legal entities (such as sole proprietorships or limited liability companies); commercial organizations; state, local, and tribal governments; institutions of higher education; and nonprofits. Federal agencies and their employees, as well as Federal instrumentalities (including employees and members), are not eligible to apply.
