About this opportunity

This notice of funding opportunity announces the 2024 Democracy Commission Small Grants Program seeking project proposals that bolster civil society and advance tolerance, diversity, and inclusion in Montenegro. The United States Department of State Bureau of European and Eurasian Affairs, through the US Embassy in Podgorica, is requesting proposals in priority areas including human rights promotion, ethnic and gender equality, women's empowerment, and civil society strengthening. Eligible projects include strategic engagements, advocacy, communication campaigns, capacity building, cultural programming or community initiatives. All application materials must be submitted by April 29, 2024 to the specified email address. Evaluation will ensure quality, sustainable initiatives targeting underserved communities in economically disadvantaged areas affected by out-migration.

Subject to availability of funds, individual awards may range from $50,000 to $150,000 to support one year of work. Projects must be completed in Montenegro and will be funded through the AEECA/ESF PD Programs (CFDA 19.900) which provides civil society and democracy building public diplomacy assistance within Europe, Eurasia and Central Asia through the State Department.

Synopsis

The Democracy Commission Small Grants Program is designed to support initiatives that contribute to open and competitive political systems and to the protection of human rights.

For this NOFO, the Embassy is seeking project proposals that support bolstering civil society and advance tolerance, diversity, and inclusion within Montenegrin society.

Project proposals should contribute to one of the priority areas stated below:

  • Protection of human rights and promotion of tolerance, especially among youth
  • Ethnic minority, LGBTQi, and gender equality
  • Women's empowerment in the political and economic sphere
  • Bolstering civil society

Projects may include various elements, including, for example, strategic policy engagements, advocacy, communication campaigns targeting key audiences, capacity building trainings, workshops, hackathons, cultural programming, hands-on activities requiring follow-on actions from project participants, and community initiatives.

We encourage quality, sustainable proposals that target underserved communities, especially in economically disadvantaged areas of the country that have struggled with out-migration in recent years.

All application materials must be submitted by email to PodgoricaGrants@state.gov by close of business, 17:00 h Montenegro time, on April 29, 2024. Please send all supporting documents via email attachments or in a zipped folder (RAR files/zipped folders won't be accepted). Do not send application materials via WeTransfer links or Dropbox.
