About this opportunity

This federal grant opportunity requests proposals to support Venezuelan refugees, asylum seekers, and vulnerable migrants in Brazil, Colombia, Ecuador, and Peru through humanitarian protection, assistance, and interim/durable solutions programs. The Department of State Bureau of Population Refugees and Migration seeks applicants to implement programs targeting the most vulnerable groups, including children, LGBTI individuals, older persons, persons with disabilities, and survivors of gender-based violence. Proposals must demonstrate meeting protection and assistance needs of these groups while supporting one of two program areas: humanitarian protection/assistance or interim/durable solutions. The deadline for full proposals is April 8, 2020.

Potential award values and places of performance are not specified in the federal grant opportunity. However, based on the attached federal grant program, any funding would support work in Brazil, Colombia, Ecuador, and Peru to provide direct emergency humanitarian assistance such as food, non-food items, shelter, health, psychosocial support, and livelihoods support for Venezuelan refugees and migrants in response to outflows since 2017. Combined proposals that also target victims of internal displacement and confinement in Colombia, or combined proposals that also target Colombian refugees, asylum seekers, and vulnerable migrants in Ecuador, will also be considered under this opportunity.

Synopsis

Proposed activities should primarily support any of the following populations of concern: Venezuelan refugees, asylum seekers, and vulnerable migrants in Brazil, Colombia, Ecuador, and Peru. Combined proposals that also target victims of internal displacement and confinement in Colombia, or combined proposals that also target Colombian refugees, asylum seekers, and vulnerable migrants in Ecuador, will also be considered. All proposed programs should target the most vulnerable and under-served groups among the population(s) of concern. Such groups may include, but are not limited to, children, particularly unaccompanied and separated children and adolescents; lesbian, gay, bisexual, transgender, or intersex (LGBTI) individuals; older persons; the sick; persons with disabilities; members of minority communities, such as indigenous persons and Afro-Colombians; and survivors, or those at risk, of gender-based violence. Programs must demonstrate what steps have been taken to meet the specific and unique protection and assistance needs of these vulnerable groups effectively. Proposals must support one or more of the following program areas: 1. Humanitarian Protection and Assistance and 2. Interim and Durable Solutions.
