About this opportunity

This federal grant opportunity requests proposals to support refugees and vulnerable populations in Iraq, Jordan, Lebanon, and Turkey. Administered by the Department of State Bureau of Population Refugees and Migration, proposals must dedicate at least 50% of target beneficiaries to refugees while pursuing a community-based approach in sectors including protection, child protection, gender-based violence prevention, health, education, livelihoods, shelter, and local government capacity building. The deadline for proposals is March 25, 2019.

Eligible sectors include protection, child protection, gender-based violence prevention, health, mental health and psychosocial support, water and sanitation, education, livelihoods, shelter, core relief items and cash-based initiatives, and local government capacity building. Funds available under this grant opportunity are provided through the Overseas Refugee Assistance Program for Near East, with the objective of providing protection and assistance to Syrian and Iraqi refugees, conflict victims, internally displaced persons and returnees in neighboring countries to Iraq. Successful proposals are expected to perform work within Iraq, Jordan, Lebanon, and Turkey to benefit refugee and vulnerable populations in those locations.

Update #8 · Latest ·

Proposed activities should primarily support refugees and other vulnerable populations in Iraq, Jordan, Lebanon, and Turkey. With the exception of Iraq, proposal activities are restricted to beneficiaries living outside of government - or UNHCR - run camps. Because of PRM's mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those projects that include a target beneficiary base of at least 50 percent refugees. Only in Iraq, the 50% refugee requirement may also include IDPs and IDP returnees. Programs in non-camp areas should, wherever possible, pursue a community-based approach that also benefits host communities. Proposals must focus on one or more of the following sectors (see PRM's General NGO Guidelines for sector descriptions), bearing in mind the country-specific provisions listed below: (i) Protection (ii) Child protection (iii) Gender-based Violence Prevention and Response (iv) Health (v) Mental Health and Psychosocial Support (MHPSS) (vi) Water, Sanitation, and Hygiene (WASH) (vii) Education (viii) Livelihoods (ix) Shelter (x) Core Relief Items/Cash-Based Initiatives (xi) Local Government Capacity-Building
