About this forecast

The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) is seeking an Uncrewed Aircraft System (UAS) platform to support Right Whale Ship Strike Reduction Rule enforcement. The primary objective is to identify vessels traveling over 10 knots in Seasonal Management Areas and provide sea state assessments for potential rule violators. The estimated solicitation release is scheduled for November 15, 2023, with an anticipated award date of February 15, 2024.

The forecasted contract has an estimated award value range between $2.1 million and $5 million, classified under the Surveying and Mapping Services NAICS code 541370. The UAS platform will operate in Silver Spring, MD, with specific requirements to positively identify vessels, assess sea conditions, and potentially document Right Whale locations during maritime surveillance. The primary point of contact is Susan Henderson, who can be reached at susan.henderson@noaa.gov or +1-781-546-6018, representing the National Marine Fisheries Service within NOAA.

Forecast text

Uncrewed Aircraft System (UAS) platform to provide positive identification of vessels subject to the Right Whale Ship Strike Reduction Rule traveling at speeds over 10 knots in Seasonal Management Areas during posted times and are not able to be identified and sanctioned via other sources (AIS, shore based collection platforms, USCG patrols). UAS also needed to provide assessment of sea state around vessels whose AIS transponder indicates they are speeding in violation of the RWSSRR in case the violator falsely claims sea state as the reason for speeding. Ideally, the UAS would also identify and note the location of any Right Whales observed while searching for RWSSRR violators.
