Forecast text

USCIS will use FAR Part 8.4 ordering procedures for the Federal Supply Schedule, consistent with GSAM/R Subpart 538.71. Specialty Intake Unit (SIU) Expansion IT Service is a new requirement to support the Office of Intake and Document Production (OIDP) SIU facilities expand their operational capabilities to support paper application services and ingestion of cases filed online via the Portable Document Format (PDF) intake (PDFi) channel. The SIUs must be capable of accepting and processing physical (paper-based) forms with a variety of associated payment instruments and supporting documentation. USCIS is looking to acquire services of a contractor to provide all engineering and information technology (IT) support services necessary to design, develop, implement, configure and maintain solutions to support enterprise intake operations for USCIS.

USCIS currently receives specialized services from a third-party Lockbox service provider for the collection of fees and associated applications for immigration benefits. In response to Executive Order 14247, “Modernizing Payments to and From America’s Bank Account”, USCIS is working to modernize its paper-based transactions, including the development of an intake and business rules engine and integration with existing case management systems to eliminate the need for Lockbox services in the coming years. The Lockbox service currently accepts 90+ forms; all of which need to be transitioned to OIDP-SIU facilities for USCIS to eliminate its dependency on the third-part Lockbox service provider.

The overall mission of USCIS is to administer and enforce the Immigration and Nationality Act (INA). A U.S. Citizen (USC), lawful permanent resident (LPR), refugee or employers on behalf of eligible employee(s) in the United States may file petitions and/or applications to change their status or request a benefit by completing various USCIS Benefit Forms. In addition, organizations such as immigration law firms or community-based organizations can file petitions and/or applications on behalf of multiple applicants. Each application/petition, or “Benefit Form,” may have an associated fee that must be receipted either through paper filing currently being processed at the third-party Lockbox or USCIS SIU, or through the Internet as an electronic filing (e-filing) form or PDFi form through USCIS’ online portal, myUSCIS.
