About this forecast
Navy NAVFAC Hawaii is procuring labor, materials, supervision, tools, equipment, supplies, and transportation to furnish and install additional spare conduits, expand a concrete pad, and provide professional structural design of a meter stand at Joint Base Pearl Harbor-Hickam, Hawaii, with an estimated solicitation release on October 1, 2025, and award on April 1, 2026. The work addresses unforeseen requirements for non-UL-listed shark meters that cannot be enclosed within CREQ Station K9 switchgear; the contractor shall perform all installation and design work in accordance with Requests for Information 084 and 064.
The estimated award value is up to $2 million on a fixed-price, single-award indefinite-delivery contract. Place of performance is Joint Base Pearl Harbor-Hickam, Hawaii. No set-aside applies, and the procurement is classified as a modification with new work under a changes clause valued below $10 million.

PCM Description:
The contractor shall provide all labor, materials, supervision, tools, equipment, supplies and transportation to furnish and install additional spare conduits, expand the concrete pad, and provide a professional structural design of the meter stand in accordance with the Request for Information (RFIs) 084 and 064.
PCM Justification: CREQ
Station K9 switchgear required shark meters to be enclosed, but since the shark meters are non-UL listed, the manufacturer could not allow them inside the switchgear. The KTR proposed a meter stand as an alternative, which was accepted with added requirements (spare conduits, concrete pad expansion, and a structural design per UM’s request). As these conditions were unforeseen, the KTR is requesting compensation to cover the additional scope.
