About this forecast

The Department of Homeland Security, through the Cybersecurity and Infrastructure Security Agency (CISA), is seeking to procure an economic impacts report for its Secure by Design (SbD) initiative. The report will quantify the costs and benefits to producers and consumers of various market interventions, ranging from behavioral economics "nudge" solutions to higher-cost liability interventions or regulation, in order to inform CISA's policy decisions and minimize market distortions. The estimated solicitation release date is July 19, 2024, and the estimated award date is August 1, 2024.

The estimated award value range for this sole-source contract to Research Triangle Institute is $500,000 to $1,000,000. The work will be performed at the contractor's site, and the report's findings will help CISA pursue policies that are economically optimal in ensuring that technology products are built to reasonably protect against malicious cyber actors.

Forecast text

Cybersecurity and Infrastructure Security Agency’s (CISA) Secure by design (SbD) initiative seeks to ensure that technology products are built in a way that reasonably protects against malicious cyber actors successfully gaining access to devices, data, and connected infrastructure. Doing so requires market interventions that need to be informed by a detailed understanding of the costs and benefits to producers and consumers. These interventions could range from relatively low-cost behavioral economics “nudge” solutions to higher-cost liability interventions or regulation. Quantification of both the magnitude of the benefits and the costs of the interventions will allow Cybersecurity and Infrastructure Security Agency (CISA) to pursue policies that are economically optimal and minimize market distortions.

Sole source to Research Triangle Institute. Work will be performed at the contractor’s site.
