About this forecast

The Department of Agriculture is seeking a contractor to replace three roof-mounted air handling units, repair one interior air handling unit, and replace coils in a roof-mounted chiller at a facility in Oxford, Mississippi. The water-based heating and cooling systems were damaged during an ice storm in 2026, with the roof-mounted chiller requiring coil replacement due to extensive leaks that prevent repair. Work must be completed urgently before summer months to prevent interruption of research operations due to extreme heat, with an estimated solicitation release date of May 1, 2026, and an estimated award date of March 31, 2026.

The contract award value is estimated between $500,000 and $999,000, with a basic exercised value of $625,000, and will be awarded as a firm fixed-price definitive contract through full and open competition. The work will be performed at the facility located in Oxford, MS 38655. Interested contractors in the plumbing, heating, and air-conditioning services field (NAICS 238220) should contact the Contracting Officer, Nicole McKenzie, at nicole.mckenzie@usda.gov for additional information regarding this procurement.

Forecast text

During the Ice Storm of 2026 the facility lost power and 4 air handling units were damaged. All four are water based heating and cooling systems. Three of these units (roof mounted) need to be totally replaced and one on the inside of the building can be repaired. Likewise the roof mounted chiller needs to have coils replaced as they cannot be repaired due to the number and types of leaks in the coils. Due to the approaching summer months in Mississippi this work needs to be completed as soon as possible to prevent research from stopping due to extreme heat.
