About this forecast

The Department of Homeland Security US Citizen and Immigration Services (USCIS) is seeking to acquire ad hoc high-performing DevSecOps services to deliver quality, secure and cost-effective digital solutions. This new requirement is the next iteration of the current SPEED contracts, encompassing the Benefits and Mission Services portfolios, and will be competed as a multiple award on the GSA MAS IT as a total small business set-aside. The estimated solicitation release date is August 1, 2024, and the estimated award date is December 17, 2024.

The estimated award value range is between $100,000,000 and $100,000,000, and the services will be performed in Camp Springs, MD. An RFI was previously issued, and the requirement does not include the myUSCIS portfolio, which is being competed separately as a new requirement.

11/5/2024 Update:

The Government has completed the Phase 1 evaluations of quotes submitted on 8/30/2024, and the evaluations are in the review phase. Once the reviews are complete, Quoters will be notified promptly. While the Government is close to completion, we are unable to provide a specific notification date.

The Systems Delivery Division (SDD) within USCIS’s Office of Information Technology (OIT) is seeking to acquire ad hoc high-performing DevSecOps services, that will work within a multi-vendor environment utilizing Lean-Agile software development best practices and DevSecOps principles to deliver quality, secure and cost-effective digital solutions. This will be a new requirement but is also the next iteration of our current SPEED contracts, encompassing the Benefits and Mission Services portfolios. The myUSCIS portfolio will not be included in this effort, instead, that is being competed separately as a new requirement, see RAPID, APFS # F2024065191. An RFI was previously issued on SAM.gov and GSA eBuy, see RFI # 70SBUR23I00000011. USCIS anticipates that this will be a multiple award requirement competed on GSA MAS IT as a total small business set-aside.
