The key requirements include providing the Motorola Security Update Service (SUS) to maintain information assurance and system security, as well as technical support, parts repair, and replacement. The contract also requires support for integrating IP Base Stations at Remote Fixed Facilities and transitioning the system to a full IP backhaul. The estimated solicitation release date is September 11, 2024, and the estimated award date is February 28, 2025.

The estimated award value range for this Total Small Business set-aside contract is $5,000,000 to $10,000,000. The contract is expected to support the maintenance of the RRCS and Echo Mitigation System (EMS) through at least 2030, and the transition to IP-based network modernization in Alaska.

Forecast text

The U.S. Coast Guard (USCG) is responsible for maintaining a Maritime Distress Watch and Command and Control of its forces using its chain of remote radio sites, located strategically throughout the State of Alaska. These remote communication sites in Alaska provide critical search and rescue communications capabilities and USCG tactical communications coverage and connect via common carrier circuitry to central radio console control locations. Alaska based common carriers use a combination of satellite, microwave, and terrestrial based means of transport to connect the USCG’s remote radio sites with radio console locations.

In 2012 the USCG solicited and acquired from industry an integrated RRCS enterprise platform for Rescue 21 Alaska (R21-AK) based on the Motorola ASTRO 25 voice and data system. In 2016 the USCG solicited and acquire from the same industry partner a solution for radio Channel 16 echo interference caused by signal delays due to Alaskan topography. This solution was the Echo Mitigation System (EMS). The USCG expects to maintain the RRCS and EMS through at least 2030. The USCG requires the Motorola Security Update Service (SUS) to ensure that Information Assurance (IA) and system security requirements are met and maintained for the system. Furthermore, the USCG requires technical support and parts repair and replacement.

In 2022, the USCG solicited support for integrating IP Base Stations at the Remote Fixed Facilities (RFFs) into the Motorla ASTRO 25 system. This is planned over seven (7) phases of which Motorola has completed five (5) phase of the tasking under the previous SUS contract. Support for the final two phases will be required under this tasking.

In 2025, the USCG plans to begin network modernization in Alaska. This will require Motorola to support removal of T1 to IP converter devices and integrate the system onto full IP backhaul.
