About this forecast
U.S. Customs and Border Protection is procuring Relocatable Passenger Vehicle Scanning Systems (RPVSS)—non-intrusive inspection equipment capable of detecting explosives, drugs, and currency—under a $100 million Indefinite Delivery/Indefinite Quantity contract on a Firm Fixed Price basis with full and open competition and an estimated award date of August 1, 2026. The systems must scan entire vehicles in seconds while maintaining low-dose x-ray exposure and process 150 vehicles per hour or more without requiring vehicle disassembly, allowing drivers and passengers to remain in the vehicle during inspection.
CBP expects to procure approximately 100 RPVSS units over a five-year period of performance comprising five separate one-year ordering periods running from August 1, 2026, through July 31, 2031. Performance occurs at ports of entry and international mail and express consignment carrier facilities nationwide. Benjamin Dorgan, Contract Specialist at CBP's Border Enforcement Contracting Division, handles inquiries at benjamin.j.dorgan@cbp.dhs.gov or (520) 407-2808.
Forecast text
The U.S. Customs and Border Protection (CBP) Office of Field Operations (OFO) and United States Border Patrol (USBP) require a capability to quickly detect the illegal transit of contraband transported through people, cargo containers, and in other conveyances entering through ports of entry (POE) and at international mail and express consignment carrier facilities. Large Scale (LS) - Non-Intrusive Inspection (NII) Relocatable Passenger Vehicle Scanning Systems (RPVSS) enable CBP to perform effective and efficient scanning of passenger cars and other light vehicles in large numbers to reveal anomalies (including explosives, drugs, and currency) in high-throughput environments like border crossings. These mobile systems allow drivers and passengers to remain in the vehicle with the use of low dose x-ray. RPVSS are capable of scanning 150 vehicles per hour or more in the normal flow of checkpoint traffic. These systems scan entire vehicles, bumper to bumper, in just a few seconds and can be relocated quickly with no disassembly. CBP intends to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a period of performance of 5 Years with 5 separate 1-year ordering periods during which time CBP expects to procure approximately one-hundred (100) RPVSS.
Acquisition Strategy: Open market, Full and open competition.
