About this forecast

The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) is seeking a pilot study to assess commercial microwave sounder (MWS) satellite data observations. The project aims to investigate the viability of integrating commercially provided satellite data into NOAA's existing data collection capabilities, specifically evaluating the quality and potential benefits of supplemental microwave sounding orbits for numerical weather prediction (NWP). The estimated solicitation release is scheduled for August 15, 2024, with an anticipated contract award date of November 15, 2024.

The forecasted contract has an estimated award value range between $2.1 million and $5 million, to be issued as a purchase order through an open market, competitive procurement process. The place of performance is located in Silver Spring, MD, with the primary point of contact being Cherron Bennett-Pettus, a Contract Specialist at NOAA, who can be reached at cherron.bennett-pettus@noaa.gov or +1 (301) 628-1386. The contract falls under the NAICS code 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services.

Forecast text

The NESDIS Commercial Data Program (CDP) pursues demonstration projects on behalf of NOAA and assesses the viability of assimilating commercially provided satellite data and products to diversify NOAA’s portfolio of data collection capabilities. For this Pilot Study, NOAA will assess the quality and impact of available commercial microwave sounder observations for the determination of MWS characteristics. NOAA will use Pilot Study data to investigate the utility of MWS products developed by commercial vendors while also addressing the potential benefits of adding multiple MW sounding orbits (vis-a-vis commercial MWS supplemental missions) over the current Government backbone to show improved benefits to NWP as a saturation of these MW observations has not been observed.
