About this forecast
The Centers for Medicare and Medicaid Services (CMS) forecasts a new competitive IDIQ/GWAC order for ongoing administration and enhancement of the Marketplace Quality Initiatives (MQI), with an estimated solicitation release date of 2026-11-24 and an estimated award date of 2027-02-25. The work supports CMS quality rating requirements for Qualified Health Plans (QHPs) offered through Health Insurance Exchanges, including QHP Enrollee Experience Survey response data and clinical Quality Rating System (QRS) data, which Exchanges must display on their websites, and QHP adherence to Patient Safety and Quality Improvement Strategy (QIS) requirements. The order is placed against the CMS Measure and Instrument Development and Support (MIDS) IDIQ, uses firm fixed pricing over five years with a period of performance starting 2027-03-02, and carries an estimated award value range of $20 million to $50 million. The forecast lists a current fiscal year value of at least $2 million and less than $5 million, uses no set-aside, and is classified under NAICS 541690 and PSC R499. Points of contact are Scott Filipovits, Contracting Officer (scott.filipovits@cms.hhs.gov), and Melodee Koehler, Contracting Officer Representative (melodee.koehler@cms.hhs.gov), both at CMS.
Forecast text
The purpose of this task Orderis to obtain contractor services for the ongoing administration and enhancement of the Marketplace Quality Initiatives (MQI). As a condition of certification and participation of Qualified Health Plans (QHPs) in the Health Insurance Exchanges (Exchanges), CMS requires that eligible QHP issuers submit quality rating information, including QHP Enrollee Experience Survey response data and clinical Quality Rating System (QRS) data, in accordance with CMS guidelines. CMS calculates quality ratings for QHPs offered through all Exchanges regardless of Exchange type. Exchanges are required to display quality rating information on their respective websites (e.g. Healthcare.gov for Federally-facilitated Exchanges, State Exchange websites) to support consumer decision making. QHPs are also required to adhere to Patient Safety and Quality Improvement Strategy (QIS) requirements.
