FEMA's Office of Response and Recovery (ORR) established the Individual Assistance Modernization Office (IAMO) Program to create a modernized system by making improvements in people, process, and technology. One of the most critical improvements is the replacement of several legacy custom systems with a modernized, Software as a Service (SaaS) solution known as the FEMA Disaster Assistance Portal (DAP). This new Information Technology (IT) system will provide a rapidly scalable solution and modern solution for the IA Mission. DAP will consolidate multiple systems and multiple data sources to efficiently leverage modern tools and improved analytics reporting capabilities, ensuring that users can reliably access the data they need, give FEMA staff efficient and effective tools, and increase operational efficiency in fulfilling FEMA’s IA mission. DAP will allow FEMA to bridge capability gaps and deliver mission needs through a focused effort by consolidating several custom systems into a Cost of the Shelf (COTS) platform, streamlining and re-engineering processes, development, and delivery of a new IT system supporting a greater IA modernization effort.

IAMO requires the Contractor to provide comprehensive IV&V support, to include planning and preparation, execution, and reporting of developmental test and evaluation (T&E) of the Disaster Assistance Portal system and the data stored within it. The DAP utilizes the Salesforce CRM platform integrated with Amazon Web Services (AWS). Testing services will include functional and non-functional using development, security, and operations (DevSecOps), Agile, and Continuous Integration/Continuous Delivery (CI/CD) methodologies
