About this forecast
U.S. Citizenship and Immigration Services is recompeting Gallagher enterprise software licenses and maintenance support services for physical access control systems under a Woman-Owned Small Business set-aside on the NASA SEWP V contract vehicle, with solicitation estimated to release November 2, 2026, and award anticipated January 16, 2027. The requirement encompasses software upgrades, patching, and technical support on a Firm Fixed Price basis to maintain uninterrupted access control operations across USCIS, limited to authorized Gallagher software resellers due to the proprietary nature of the software.
The estimated award value ranges from $1 million to $2 million over a three-year period of performance from January 16, 2027, through January 15, 2030. Work is performed at USCIS headquarters in Camp Springs, Maryland. For requirements questions, contact Lamont D. Thoms at lamont.d.thoms@uscis.dhs.gov or 202-570-2960; for contracting questions, contact Contract Specialist Dianne E. Valiando at dianne.e.valiando@uscis.dhs.gov or 802-288-7912.
Forecast text
USCIS has a requirement for Gallagher software. Gallagher software provides USCIS with physical access control systems both from an enterprise Physical Access Control (ePACS) and standalone configurations. Gallagher software is proprietary and as such, the licensing must be procured from an authorized software reseller. For these reasons, no other type of licensing can satisfy the needs of the Agency. The licenses will allow USCIS access to proprietary software upgrades and patching to keep devices up to date. The support will reduce the risk of uninterrupted service for employees, especially those working away from the main office. If service is interrupted, it will affect all USCIS employees as this is currently part of the enterprise architecture and is essential for continued operation. Disruption in service will delay all activity and will leave USCIS open to liability for not meeting required deadlines.
