Forecast text

The purpose of this procurement is to obtain support for the Federal Emergency Management Agency's Planning and Exercise Division's (PED) mission to plan for coordinated federal disaster assistance to communities throughout the Nation impacted by an incident, regardless of cause. This contract and other planning tools in the Response Directorate may be applied to support Recovery, Response, Logistics, and other mission area/functional planning requirements (e.g., planning may address the role of consequence management preparations during prevention and protection mission area operations). Implementation of this mission is complex and critical. Disasters vary widely in size, scale, and effect; they transcend all boundaries (i.e. geography, jurisdictions, infrastructure, social distinctions, social institutions, and government levels and functions). The larger the disaster or the occurrence of multiple disasters within a constricted timeframe, the greater the need for effective and efficient operational response, guided by well-established plans and planning efforts. This procurement presents a unique opportunity for contractors to support critical national initiatives under the DHS/FEMA Response Directorate’s Planning and Exercise Division (P&ED). The contract encompasses deliberate and crisis action planning, the National Hurricane Program, and a broad range of technical assistance services
