About this forecast

The Department of the Interior will procure full basement demolition and remediation services for Colorado River Agency Building 2, including removal of modular units, asbestos abatement, flooring, ceilings, walls, HVAC system components, and boiler, with solicitation estimated to release December 31, 2026. The basement has sustained years of water damage that has generated mold infiltration throughout the space, including into HVAC ductwork, and asbestos-containing materials are present in flooring, walls, and ceilings; the contract requires safe simultaneous removal of both mold and asbestos as interdependent hazards, representing the first phase of a multi-phase restoration plan that will include subsequent renovations, HVAC replacement, and boiler work.

Award value is estimated between $500,000 and $999,000. Performance will take place in Montana. NAICS 236220 (Commercial and Institutional Building Construction) applies. Diane Leider at the Bureau of Indian Affairs (diane.leider@bia.gov) is the point of contact. The contract type, competition extent, and award instrument remain to be determined.

Forecast text

The basement in building 2 has suffered from water damage for years. The extent of the damage has led to mold in areas throughout the basement. The mold has grown into the HVAC system ductwork. Moisture damage is evident throughout the whole basement and not only damaged the flooring but also the walls. Flooring, walls, ceilings are affected by asbestos. A full demo of the basement is required with asbestos and mold taken as the major safety issues. The long-term plan is to restore the basement back into a daily operations working area. This demo request is the first phase of the process. Following phases consist of renovations, HVAC, and boiler. This a unique complex project b/c the mold infiltrated the asbestos containing materials, so they cannot be addresses/corrected separately.
