About this forecast

Naval Air Systems Command is recompeting a Basic Ordering Agreement for V-22 aircraft support, with solicitation release estimated for July 1, 2026, and award targeted for January 1, 2027. The procurement covers supplies and services supporting V-22 Osprey sustainment across Marine Corps (MV-22), Air Force (CV-22), and Navy (CMV-22) variants, including aircraft kits, power supply assemblies, components, retrofit support, software corrections, and non-recurring engineering. The contracting office is NAVAIR HQ (N00019), and procurement method is sole source under cost-reimbursement pricing.

The estimated award value is up to $2 million. Place of performance is Patuxent River, Maryland, though the underlying work spans multiple facilities including Amarillo, Texas; Ridley Park, Pennsylvania; Japan; and international locations as required for Foreign Military Sales and sustained operations. Personnel and facility clearances at the Secret level are required. The procurement instrument is a Basic Ordering Agreement that establishes framework terms for future delivery orders without obligating funds itself; subsequent orders are issued as requirements arise.

The recompeted award is Basic Ordering Agreement N0001922G0002, originally awarded to Bell Boeing Joint Project Office on February 27, 2022, with an ultimate completion date of January 12, 2027. The existing BOA carries a zero ceiling value and has generated significant delivery orders, including a $157 million order for CMV/MV-22 aircraft kits and power supply assemblies (April 10, 2026), a $114.6 million order for V-22 flight test support and platform coordinator services (April 1, 2026), and a $24.5 million order for CMV/MV/CV common software corrections (December 19, 2025). Bell Boeing Joint Project Office serves as the original equipment manufacturer and lead systems integrator for the V-22 Osprey Major Defense Acquisition Program.
