About this forecast
The U.S. Coast Guard, through CEU Providence as contracting office, plans to solicit on or about April 2, 2027, for exterior repairs to Buildings 1, 2, and 5 at Sector Northern New England under a Total Small Business set-aside, with award estimated for June 2, 2027. Scope includes repair or replacement of siding, roof, exterior man doors, overhead doors, and windows, along with gutters, downspouts, snowguards, masonry re-pointing, ADA ramp and railing repair, concrete walkway and stairway repairs, foundation and water infiltration repair, minor roof repairs, and abatement of deteriorated lead-based paint in the boiler room. Buildings 1 and 2 are masonry structures roughly 100 years old, and leaking windows, doors, and foundation walls are damaging occupied spaces and threatening building electrical panels and wiring.
The forecast estimates an award value range of $2 million to $5 million on a firm-fixed-price basis through the Design/Build Construction Services II (Regional) vehicle (RMACC II), with estimated performance from June 2, 2027 through December 31, 2027. Work is performed in South Portland, Maine. Forecast text
Repair Exterior Buildings 1, 2, and 5 Sector Northern New England. Repair /replace siding, roof, ex.t man doors, OH doors and windows. Incudes gutters, downspouts and snowguards. Major M&R of these buildings include:
• Window caulking repair
• Masonry repairs
• ADA Ramp/Railings repair
• Concrete walkway/stairway repairs
• Replace Doors
• Repair foundation/water infiltration
• Abate deteriorated LBP in boiler room
• Minor roof repairs
BACKGROUND: Buildings 1 & 2 are masonry exterior structures that were building approximately 100 years ago. Both buildings are aging and need repairs to extend operational readiness for the Sector personnel.
The exterior masonry requires re-pointing and repairs to ensure a weathertight envelope. In addition the windows and doors are leaking during adverse weather and require repair/reseal. This is causing damages to finished occupied spaces within the buildings.
The concrete foundation is cracking and water is infiltrating into the mechanical/electrical spaces. The leaking wall is located where the building electrical panels and wiring are located, posing an electrical risk and failure of system. Exterior concrete ramp is spalled and requires repairs to maintain ADA compliance.
